(DC) Reagan's belief that move would stimulate economy noted. Treasury Secretary Don. Regan's strategy outlined on screen. [REGAN - thinks tax cut would speed up recovery.] Commerce Secretary Baldrige, Edwin Meese, supporting Regan, reported opposed by OMB director David Stockman and economy aide Martin Feldstein. [Representative Jim JONES, Senator John HEINZ - are hesitant to accept concept.]
