(Saigon, South Vietnam) South Vietnam has no signs with regard to enemy pull-out, despite United States actions. Rogers here to sell Nixon plan. South Vietnam worried about time after enemy turns down mutual withdrawal, since Nixon will deescalate unilaterally. South Vietnam troops not strong enough.
