[NELSON - says we can't stand by while fishing industry ruined by Agriculture Department pesticides.] [Agriculture Department Dr. Ned BAYLEY - says chemical pesticides essential, even if hazardous. Must use care.] Bayley cites other nontoxic means of killing insects.
