[MAXWELL - believes minority quotas are unfair.] [STOTT - feels current generation of whites should bear burden of forefathers.] Arguments presented court by government attorney Rex Lee and blacks' attorney outlined; justices' response mentioned. Implications of court's decision for future use of affirmative action programs noted.
