[Prison SPOKESPERSON - announces inability to kill Evans 1st time.] 1st election charge through Evans described; his attorney noted appealing to Governor George Wallace for clemency. [Evans attorney Russell CANAN - claims client was tortured.] Prison officials said uncertain why Evans didn't die on 1st attempt.
