(DC) Shultz's confidence of foreign troop withdrawal from Lebanon, despite continuing Syrian opposition, noted; his briefing of President Reagan today examined. [REAGAN - acknowledges remaining problems.] Implications of recent evacuation of USSR dependents from Beirut, USSR buildup in Syria, and re-entry into Lebanon of Syrian and PLO (Palestine Liberation Organization) troops considered. [SHULTZ - wants Syrians and PLO (Palestine Liberation Organization) to leave rather than return.] Admin.'s efforts to negotiate with Syrians, occasionally through Saudis, described.
