Re: Israeli settlements on west bank and in Sinai, [BEGIN - believes settlements legal, essential.] Re: plebiscite on west bank allegiance, [BEGIN - will answer Walter's question.] In answer, Begin reported saying PLO (Palestine Liberation Organization) would make a mockery of such a vote. Re: UN Resolution 242, [BEGIN - says surrender of occupied land is vital right.] Re: talks, [BEGIN - admits difficulty but won't say talk has broken down.] Re: United States pressure on Israel to agree with Sadat wishes, [BEGIN - says it's up to Carter.] Re: Israel's seeming defiance of US wishes, when Israel is dependent on US, [BEGIN - denies defiance, but believes Israel not believed to be that obligated.]
