(Caracas, Venezuela) Birthday celebration for Secretary of State Vance and security adviser Brzezinski while flying over Caribbean mentioned. Carter is met at Bolivar Airport in Caracas by President Perez; Venezuelan pres.' welcoming statements outlined, include those with regard to Canal treaty and Senator debate on it.
