(DC) Possible resumption of United States-USSR arms control talks by Secretary of State George Shultz and foreign minister Andrei Gromyko examined; issue of Reagan-Chernenko summit considered. [Former national security adviser Richard ALLEN - anticipates outcome of Reagan-Chernenko summit.] Arms control positions of Shultz and national security adviser Robert McFarlane and that of Defense Secretary Caspar Weinberger and aid Richard Perle outlined. President Reagan said allegedly ready for summit without preconditions.
