(Studio) Assistant secretary state Richard Burt, on "Today", reported announcing United States desires to resume full arms control negotiations in January when Secretary of State George Shultz meets with USSR foreign minister Andrei Gromyko in Geneva. British Labor party leader Neil Kinnock, following Moscow meeting with President Konstantin Chernenko, reported claiming Sovs. are willing to drop previous demands for arms control talks; details given, films shown. Belgium reported calling for delayed deployment of United States cruise missiles pending outcome of new United States-USSR talks.
