(Studio) Strained relations between United States and Israel noted; report is on imminent development that may make matters worse.

(DC) State Department findings stated that Israel may have twice violated Arms Export Control Act, once in sending United States weapons to Christian Lebanese and then in using United States weapons in invasion of south Lebanon. Secretary Vance's possible notification of President Carter with regard to matter and law's requirement that Congress must be notified if violations appear to have occurred reported.
