(Studio) Secretary of State Vance's report that President Carter will make announcement soon on neutron bomb decision stated. Correspondent John Scali's report that Carter will probably postpone definite commitment and bargain with USSR to give up equally dangerous weapon noted. Carter administration request to Congress to lift arms sales embargo against Turkey, because of shaky NATO defense in eastern Mediterranean, reported; embargo enactment after Turkey's invasion of Cyprus in 1974 cited.
