(DC) White House revelation of President Carter's compromise proposal, to later sell additional F-15's to Israel and presentation of Saudi Arabia's guarantee not to use their F-15's against Israel, on eve of Senator For. Relations Committee vote on issue reported Legal question involved in Saudi guarantee, since it was embodied in letter to Congress from Defense Secretary Brown, noted. Defense Department film shown.
