Federal Aviation Administration noted previously citing San Luis Obispo airport for unsatisfactory conditions; possible problems caused by airport's lack of control tower, decided against by government due to budget constraints, discussed. [Local pilots' association president John KERR - hopes tragedy isn't required to make government act on tower.] Memorial service for victims here mentioned. [Wings West spokesperson Mark A. MORRO - eulogizes victims.] Wings West's safety record noted.
