(San Luis Obispo, California) Apparent circumstances of Wings West collision with private plane reviewed; films shown. Federal Aviation Administration noted previously citing San Luis Obispo airport for unsatisfactory conditions; possible problems caused by airport's lack of control tower, decided against by government due to budget constraints, discussed. [Local pilots' association president John KERR - hopes tragedy isn't required to make government act on tower.] Memorial service for victims here mentioned. [Wings West spokesperson Mark A.
