(Youngstown, Ohio) Details of strike and its effects given. New fire chief 1st day on job described; dumping of sewage in Mahoning River for lack of sewage workers and other effects of strike outlined. [Mayor J. Philip RICHLEY - notes commitments for assistance from nearby communities if needed.] [Police negotiator sergeant Tony D'APOLITO - says basic reason for strike is money.] Is noted that city will save enough in one week of strike by not having to pay workers' wages to pay for wage increase demands.
