HS. Department of Health, Education and Welfare order to school board to reinstate Simmons and board's refusal outlined; board chairperson's refusal to be interviewed on camera and his statement about case noted. [SIMMONS - states position in fight to be reinstated.] Govt. complications in case, involving Department of Health, Education and Welfare and Justice Department, reported.
