VANIK - says bill is designed to help those excluded from all kinds of benefit programs.] President Carter's opposition to bill noted; film shown. [CARTER - states opposition; will veto bill if Congress passes it.] Details of tax credit for grades 1-12 in private and parochial schools listed. Senator support for bill noted; predictions of some that Carter will be reluctant to veto it and reasons stated.
