[Senator Lowell WEICKER - claims budget will no longer be driven by defense] Previous White House budget and compromise plan outlined, discussed. [REAGAN - claims victory.] Social Security cost-of-living freeze discussed. [Representative William GRAY - thinks Senator is out of balance; explains.]
