(Studio) Reports with regard to upcoming congress hearing on operation of nation's RR; resignation of Conrail president Richard Spence at board meeting in Philadelphia; and information learned about Houston federal grand jury investigation of possible criminal chgs. against several oil companies for allegedly certifying old oil as new oil in order to get higher prices for it. Involved in oil company investigation are Houston companies, Coral Petroleum Incorporated and Uni Oil Company, and Summit Gas [sic] Company of Denver; probe incls. Summit Company figure Marvin Davis and Victoria, Texas, oil middleman, Albert Alkek.
