(DC) Pvt. business, private citizens rise in favor considered. Ed Koch statement with regard to getting federal government out of New York City affairs cited. Congress action with regard to capital gains taxes considered. Alfred Kahn complimented for actions as Civil Aeronautics Board head in encouraging airline competition by allowing fare variations. Govt. regulations said sometimes necessary, but can be overdone. Free enterprise hailed.
