(Milwaukee, WI) University of Wisconsin at Milwaukee computer expert Dr. George Davida's development of computer secrecy system noted; government's secrecy order to him when he applied for patent reported National security given as reason for government order. [DAVIDA - was surprised by recent events.] Univ. officials' reaction to ruling and plans for appeal reported [Univ. spokesperson Dr. Werner BAUM - states school's position about implications of ruling on academic study. Responds to question as to why order was issued.] Defense Department request for order and refusal to give interview to reporter stated. Possible court case cited.
