[CARTER - notes competitive nature of US-USSR relations and need for cooperation.] President's remarks on Strategic Arms Limitation Talks (SALT) negotiations and on Soviet military aggression outlined. [CARTER - discusses concerns about Soviet aggression. Doesn't want relations with Sovs. to suffer by this and doesn't believe Brezhnev does either. Says Sovs. can choose either confrontation or cooperation and that United States is prepared to meet either.]
