(DC) Dr. Peter Bourne's statement to "New York Times" with regard to White House staffers' use of marijuana and cocaine reported President Carter's memo to staff mbrs. noted, telling them to obey law or look elsewhere for job. Carter's attendance at Chippewa Indian dance exhibition on White House lawn mentioned. [CARTER - welcomes Indians.]
