[CASTRO - (thru interpreter) says Cuban military advisers are in Africa at request of African ntns. and that United States has troops in Panama and Marine base in Cuban national territory against will of people in those cntrys.] Cuban leader's remarks on China (PR) noted. [CASTRO - calls for President Carter to release Wilmington 10 as practice of preaching on human rights.]
