Tower commission's failure to determine extent of Bush's Contra connections noted. Bush aide Craig Fuller quoted on screen; Jeb Bush reported forwarding letter from Castajon to father regarding med. supplies for Contras. Bush's response to Castajon outlined. Castajon said claiming to have met with both North and President Reagan at White House in 1985.
