(DC) Planned overhaul of USS Saratoga and possibility that it will cost more than originally estimated because of campaign pledge by Vice President Walter Mondale in 1976 reported Mondale's promise to protect government workers in Philadelphia noted; announcement in April by Vice President that Saratoga would be overhauled in Philadelphia, rather than Navy's choice of Newport News, Virginia, stated. [Representative Paul TRIBBLE - details Navy study of effects on cost and employment in shipyards across country if work done in Philadelphia.] Defense Department film shown.
