[REAGAN - says evidence irrefutable.] Message interception discussed. West German Christine Endrigkeit reported arrested in connection with bombing. Endrigkeit noted claiming to work for Palestinian terrorists Ahmed Hazi and Nezar Hindawi. [State Department spokesperson Phyllis OAKLEY - comments on situation.] State Department officials quoted regarding Syrian involvement. Hazi reported convicted of Syrian-supported bombing of Arab club weeks prior to La Belle bombing. Hindawi mentioned working for Syrian intelligence and trying to blow up Israeli jet in London, England. United States officials quoted regarding separate standards for Syria and Libya. State Department officials' refusal to comment on Syrian involvement in bombing noted.
