[Maggie SUKULAH - says election means nothing to her.] Govt. officials noted promising more black representative with President P.W. Botha. Archbishop Desmond Tutu and Reverend Allan Boesak noted urging blacks to boycott elecs. [BOESAK - says blacks who vote are participating in their own oppression.] Anti-apartheid protesters noted being detained without charge. Methodist min. Tom Boboni reported arrested for urging his congregation not to vote.
