(DC) Significance of Vance's announcing of Shah's upcoming vacation himself reported; is stated to mean United States position on stability in Iran involves Shah's departure. [VANCE - says it was Shah's decision; doesn't know how long Shah will be gone.] General Robert Huyser's trip to Tehran for consultations with Iran military leaders noted; effort is said to be attempt to head off military coup. [VANCE - comments on Huyser mission.]
