[Senator Robert BYRD - indicates optimism.] [Last night, BYRD - warns against conservative efforts to bungle treaty's ratification.] Debates noted continuing for hours. [Senator Paul SARBANES - demands treaty's ratification.] Final vote count given. [BYRD - tells President Reagan on telephone that treaty will be ratified.] Reagan reported inviting Senator Robert Dole and Byrd to summit for signing ceremony. Conservatives noted unable to stop treaty's momentum.
