(Studio) Leonid Brezhnev's offer to withdraw troops and medium-range missiles from East Germany if United States changes plan with regard to medium-range missiles in West Europe said being considered by NATO. President Carter criticism of offer reported Zbigniew Brzezinski's remarks noted.
