Margaret Thatcher and Gorbachev reported disagreeing re: NATO's plan to modernize short-range nuclear weapons. [THATCHER - praises Gorbachev.] Queen Elizabeth II reported accepting Gorbachev's invitation to visit Moscow; Queen noted related to assassinated Russian royal family.
