[De KLERK - gives speech.] ANC leader Nelson Mandela reported visiting Europe to encourage continued economic sanctions against South African apartheid government; scenes shown of Paris. [MANDELA - says it is a victory.] Conservative whites, angry at reforms, noted nearly defeating government's parliament candidate; scenes shown of rally in Umlazi, South Africa. [Conservative party Francis HITCHCOCK - says de Klerk does not have mandate.]
