[Kuwaiti ambassador Saud Nasir al-SABAH - comments.] [Former director, National Security Agency, retired Lieutenant General William ODOM - says United States can't cross into territory.] Administration reported telling allies of delay in arrival in Saudi Arabia of Army's main battle tanks. ......
