[Sunday on "Meet the Press", National Security Adviser Brent SCOWCROFT - comments on past policy of excluding USSR from Middle East.] Mikhail Gorbachev's proposal for peace conference with Arabs and Israelis noted. White House spokesman Marlin Fitzwater quoted on screen about Bush's taped message to Iraqi people; Bush's goal of restoring Kuwaiti royal family to power mentioned. [Representative Sander LEVIN - talks about Mideast and budget deficit crises.]
