[In Baghdad, Palestinian guerrilla ABU Abbas - explains planned war of terrorism.] Bush noted testing waters to see how United Nations will react if economic sanctions are not enough. State Department warning about terrorism discussed; details given of statement from National Security Adviser Brent Scowcroft that Iraqi President Saddam Hussein has been meeting with known terrorists like Abu Abbas.
