(Capitol Hill: Andrea Mitchell) Secretary of State James Baker's appearance before Senate Foreign Relations committee as part of administration's effort to quiet criticism of USSR examined; some Senators reported asking for more aid from allies; [Senator William COHEN, BAKER, Senator Chris DODD - discuss USSR 's military advisers in Iraq.] Other Senators' questions raised included Joseph Biden's on administration's desire to restore Kuwaiti Emir, Dodd's of forgiving Egypt's debt; John Kerry's of why ground forces are predominantly American and Paul Sarbanes' on effectiveness of embargo; administration's past opposition to economic sanctions against Iraq recalled.
