(White House: John Cochran) Last minute White House struggle surrounding President Bush's signing of the civil rights bill featured; Bush shown signing bill. [BUSH - makes speech about civil rights legislation, affirmative action.] Bush noted overruling White House council C. Boyden Gray's last minute presidential order which would have ended government preferential hiring of women and minorities after Senator John Danforth complained about it last night to White House Chief of Staff John Sununu. [DANFORTH - comments on people who try to undo Bush's policy.] Provisions of the new law said to make it much easier for women and minorities to sue for on the job discrimination and harassment. [Civil rights commissioner Arthur FLETCHER - says there's a struggle in the White House.]

(Capitol Hill: Andrea Mitchell) White House attempt to undercut the civil rights bill while taking credit for it featured; civil rights advocates said to believe that Gray's order was part of a deliberate attempt by the White House to play racial politics; role of racial politics in the campaigns of defeated Louisiana gubernatorial candidate David Duke and Mississippi governor-elect Kirk Fordice noted. [Representative Bill RICHARDSON - comments on use of race issue.] [Representative Patricia SCHROEDER - comments on Gray's memo.] [Senator Howard METZENBAUM - warns White House will attempt to undermine Congress' civil rights consensus.] [Senators Bob DOLE, DANFORTH - comment on law.] "Washington Post" article written by Gray about the civil rights law mentioned. [Leadership Conference on Civil Rights Ralph NEAS - says White House wants law administered consistent with its own view.]
