[American Council for Drug Education Lee DOGOLOFF - comments on increased cocaine use.] [National Drug Control Policy director Bob MARTINEZ - says this is a relapse.] Cutbacks in drug programs noted; example given of Maryland Second Genesis, program which may close in spring.
