(Studio) Discussion at national govs. conference in Washington, DC with regard to constitutional amendment requiring federal government to balance budget noted.

(DC) Representative Peter Rodino's remarks to govs. with regard to constitutional amendment or convention reported to include reference to Abraham Lincoln. [RODINO - comments.] [California Governor Jerry BROWN - says 29 states have called for conv. and that convention will take place if Congress doesn't act.] [WI Governor Lee Sherman DREYFUS - says constitutional convention will occur when those forces concerning balance budget and pro-life or pro-choice get acts together.] [Minnesota Governor Albert QUIE - compares public feeling now to that against Britain at time of American Revolution.] [DE Governor Pierre du PONT - comments.] Govs.' said expected to go on record as favoring balance budget, but without touching Constitution.
