(LaGuardia Airport, New York) New York's LaGuardia, Kennedy and Newark airports noted as serving world's largest metropolitan area. Absence of altitude-display radar at all 3 airports reported September 25, 1978, film of San Diego midair collision shown; possibility of collision having been prevented with the special radar cited. Details of present radar system given. Incr. in near-misses cited, include that involving American Airlines and a commuter plane near Kennedy airport. Federal Aviation Administration official quoted re: situation.
