[DAVIS - comments.] Reasons for North Carolina's Southeastern Community College's rejection of Davis to program stated. 1973 law on which Davis took school to court quoted; shown on screen. Rejection of Davis' argument by Supreme Court, ruling in favor of school, outlined; Justice Lewis Powell quoted. Implications of ruling with regard to position of handicapped when applying for admission to schools noted; ruling reported also rebuff to Carter administration
