(Studio) Organization of American States reported meeting tonight with regard to civil war in Nicaragua; plans to view videotape of reporter Bill Stewart's murder by government guardsman stated. Secretary of State Cyrus Vance said announcing new diplomatic position of US with regard to Somoza regime.

(DC) Vance's speech outlined; Cuba mentioned. [VANCE - calls for President Anastasio Somoza's resignation.] Outside intervention said opposed by Organization of American States since United States sent Marines to Dominican Republic in 1965. [VANCE - proposes inter-American peacekeeping force in Nicaragua.] United States provision of logistical support rather than actual troops in event of such uprising stated.
