President Clinton said planning to give Haitian military leader Raoul Cedras a final warning to get out. [US embassy spokesman Stanley SCHRAGER - says Cedras must leave.] Secretary of State Warren Christopher said planning to visit the military personnel who would be involved. [Representative David SKAGGS - says the president cannot act without authorization from Congress.] Senator David Boren's position on an invasion noted.
