(DC) Mtg. of Energy Secretary James Schlesinger with govs. of MD, Virginia, and mayor of Washington, DC with regard to gasoline lines reported White House consideration of firing Lieutenant General Edward Rowny as Pentagon delegate to Strategic Arms Limitation Talks (SALT) talks noted. Rowny said to have resigned to protest negotiators not heeding his advice. Possible retirement of Attorney General Griffin Bell and his replacement by Benj. Civiletti or Deputy Secretary of State Warren Christopher. Kennedy staff complaints that Senator's efforts are spread so thin that he won't get his legislation passed stated. Jerry Brown's 1980 president cand. announcement reported delayed until he can get California budget passed and solve problem of his lieutenant governor Mike Curb, who issues executive orders whenever Brown leaves the state.
