(Jackson, Mississippi) Admin. spns. come to convention with $173,000 federal contract for survey of minority building contractors. Criticism of Nixon policy still grows. [Chairperson NAACP (National Association for the Advancement of Colored People) Bd. Stephen SPOTTSWOOD - says gains made in 1958-68 threatened by nullification. Clear cry from DC: "if you're black, stay back." Moderate Negroes don't want overthrow American system; just want share.
