(Studio) Andrew Young's submission of resignation to President Carter, day after acknowledgement of lying to State Department with regard to his meeting with PLO (Palestine Liberation Organization) representative, announced; Young reported meeting with Secretary of State Cyrus Vance this morning and with Carter this afternoon.

(DC) [YOUNG - discusses resignation.] Decision to fire Young reported made yesterday; details given. Carter's acceptance of Young's resignation quoted. Rel. between Carter and Young, especially past 2 1/2 years, examined; films shown. Young's remarks about Cubans in Africa and racism of Richard Nixon and Gerald Ford recalled; Carter's support throughout considered. [September 1976, CARTER - says that as long as he is president Young will be United Nations ambassador] [Senator Robert BYRD - says Young's actions were inexcusable.] Difficulty of Carter's decision to fire Young outlined.

(New York City) Young's meeting in New York City said not the 1st diplomatic contact with PLO; United States ambassador to Austria Milton Wolf recalled meeting with aide to Yasir Arafat prior to Arafat's July 8th meeting with Chancellor Bruno Kreisky; photos shown. These mtgs. said primary reason Israeli deputy prime minister Yigal Yadin is in United States; details given PLO (Palestine Liberation Organization) representative Zehdi Labib Terzi quoted with regard to meeting with Young. [TERZI - says Young wouldn't discuss substance of UN resolution on Palestinian issue with him.] Allegations that Young is being made scapegoat in United States policy switch towards PLO (Palestine Liberation Organization) outlined.
