(DC) [PROUTY - says ntns. know we'll protect our retaliatory missiles and they'll think twice about starting war. No pressure put on me to make decision for ABM.] Count: 50 against and 49 for. Senator John Williams uncommitted. Many pressured to switch sides.

(Studio) White House hopes boosted by Prouty vote. Admin. in bind for votes; more willing to pull back some.
