(Studio) Casualties reported Communist side rejects Thieu's free election plan offered at Paris Peace Talks. Says no elections while South Vietnam government in power. Secretary Rogers tells House For. Affairs Committee Communists totally negative to proposals. Says they're more unreasonable and inhumane. Notes North Vietnam won't give lists of American POWs or permit inspections. 750 troops of 9th Div. leave Vietnam for trip home. 9th to be replaced by South Vietnam regiment.

(South Vietnam) 7th ARVN Div. transferred to battle zones via few American copters. Radios, machine guns, M-16 rifles, and copters in short supply. They have 1/2 fire power and mobility to do same job Americans did.
