[European diplomat Kim TRAAVIK - says it is a serious humanitarian situation.] [Human Rights Watch Diederik LOHMAN - says the West has not been strong enough in response to the refugee situation.] Russian President Boris Yeltsin's position that the West should bud out on Chechnya reiterated.
